The Google Page Creator service won't have the chance to make it to the Google Apps, because the company is planning to completely replace it with its new Google Sites. In preparation for this, sign-up for the Google Page Creator has already been closed, while an announcement on the home page of the project notifies users that "Google Page Creator is no longer accepting new sign-ups."
